Historical / Biographical Sketch: From 1920-1926 the South Carolina Department of Education directed the activities of the School Lunch Improvement Association throughout the state in promoting school lunch programs. The state began to receive Federal funds for school lunches in 1932. In 1943 the South Carolina General Assembly passed a school lunch act to continue and expand the programs in public schools throughout the state. In 1946, Congress passed the National School Lunch Act, which provided on a permanent basis, Federal financial, technical and food assistance to states.
Today, the South Carolina Department of Education’s Office of School Food Services and Nutrition (SFSN), operates food and nutrition programs in every South Carolina school district through educational support, resources and advocacy.
Dr. Vivian Pilant served as State Director of School Food Service Programs in the South Carolina Department of Education from 1979-2010. In 1994-1995, Pilant served as President of the American School Food Service Association. During her time as ASFSA president she was diagnosed with breast cancer and underwent treatment. In 1998, she was awarded the Silver Plate. She completed her PhD in Nutrition in August of 2004. Dr. Pilant died March 29, 2010. See also Dr. Vivian Pilant Oral History Interview.
