During this session, State Child Nutrition Directors will regroup to identify and discuss next steps from their convening this summer. Directors will engage in discussion and provide feedback on the key points raised, identify and assign action items for implementation, and reach consensus on the greatest opportunities for additional technical assistance, guidance and support from USDA FNS.

Session Description/Format/Interactivity Plan:

The Federal Bureau of Investigation (FBI) will educate State agencies on the topic of charitable fraud; how charitable organizations defraud people and the government.  The USDA Office of Inspector General (OIG) will discuss a compilation of examples of charitable fraud discovered in the Child Nutrition Programs. State agencies will feel empowered and gain confidence with determining when red flags may be potential signs of fraud, as well as knowledgeable about when and how to report them to a higher investigative authority. Speakers will be available to answer questions after the Executive Session.

Come hear a vibrant and lively discussion on identifying, assessing, and rendering findings for false and fabricated documents. The session will be lecture and scenario-based. The session will begin with a presentation by USDA. After the presentation, participants will be separated in groups and be provided scenarios. Groups will discuss how they would approach each scenario.

Join the Child Nutrition Office of Program Integrity (OPI) for an exciting early look at and demo of our CACFP Serious Deficiency e-Guide! The e-Guide will be an interactive, electronic guidance resource (still in development) designed to assist State agencies in their administration of the Serious Deficiency process by providing detailed recommendations for addressing non-compliance issues observed in the course of a review. In addition to sharing a working demo of the e-Guide, OPI staff will be on hand to provide a comprehensive summary of progress to date, answer questions, and solicit stakeholder feedback.

In this session, USDA will identify what a State agency must collect from Sponsors/Institutions every year versus every 3 years, and two State agencies will present their approach to a 3-year renewal process that has saved time, money and staff sanity for program year start-up.

This session will highlight the ideological quagmire the topic of salary reasonable rests upon and their efforts to comply with Federal regulations of determining salary reasonableness.

While the general procurement requirements of Uniform Guidance (2 CFR) are consistent across Federal programs, Child Nutrition Programs have specific program requirements. In this session, USDA will provide a brief overview of the general procurement requirements and discuss program specific regulations that differ across programs.  This session will also include two panels consisting of USDA and State agencies that will discuss managing food service management company contracts and reviewing procurement at the sponsor/institution level for the CACFP and SFSP.
